Rooting an android phone means to gain root permissions. The stock android firmware does not allow you to use these files. When you root a new app should be installed called "Superuser Permissions"

If you know something about linux then you know what a superuser is. This user can manipulate every file on the device, including system files. In temrinal it is represent by "su".
